 1.2 The Committee’s Review Process
The Committee held seven public hearings across the country. It ensured that every district was covered over the course of the study by dividing the 94 federal districts according to their geographical proximity to the hearing locations.2 Locating hear- ings around the country was also a way to elicit a diversity of perspectives and, where necessary, examine issues relating to particular geographical areas. The hear- ings took place in:

The Committee invited 467 witnesses to testify. They included: ffCircuit, district, and magistrate judges;
ffCircuit Case Budgeting Attorneys;
ffCJA Supervisory Attorneys;
ffCircuit Executives;
ffA Circuit Appellate Commissioner;
ffOfficials and staff from the Administrative Office of the U.S. Courts; ffFederal and community defenders;
ffCJA Panel Attorney District Representatives;
ffAdditional CJA attorneys in the region who were recommended by defend-
ers or other panel representatives;
ffJudge Advocates from each of the military branches; and ffRepresentatives from interested organizations and academic institutions.
Ultimately, the Committee heard nearly 100 hours of testimony from
229 witnesses. Representatives from 78 federal districts—83 percent of all dis- tricts—appeared before the Committee. The Committee also received 224 written submissions from these witnesses, totaling more than 2,300 pages of testimony.
